Public Association is a union of citizens established on a voluntary basis for a common purpose, for example, a political party, trade union and other associations of citizens. Public Associations have different statuses including:

• Republican Public Associations having their units and subdivisions (affiliates and representative offices) in more than a half of the Oblasts of the Republic of Kazakhstan;
• Regional Public Associations having their units and subdivisions (affiliates and representative offices) in less than a half of the Oblasts of the Republic of Kazakhstan;
• Local Public Associations operating within one and the same Oblast of the Republic of Kazakhstan.

Republican and Regional Public Associations (including all the political parties) shall be registered (re-registered) and shall register their liquidation (if any) with the Registration Service & Juridical Assistance Committee at the Ministry of Justice of the Republic of Kazakhstan in Astana.

Public Associations may carry out entrepreneurial business activities to the extent that such their business serves their charter purposes. Income from the Public Associations’ entrepreneurial business may not be distributed among members (participants) of such Public Associations and shall be used for achievement of charter/statutory purpose, goals and objectives.

Registration of a Public Association will require:
At least 10 initiators of such an association with submission of copies of their Identity Cards.
